I do believe that’s been previously stated as the strong proof point that public money has a good ROI. Love to see you pull those numbers into this report.

I would say that the whole concept of festival independence stands on the position of the festival curator/director, whose sole reputation is built on the fact of not being influenced by anyone, including the festival owner. Governmental ownership provides the possibility of making the festival, but even in the most non-democratic cases nowadays the festival reputation is built on the decisions of the curators, not owners. Every time there is an influence to the programming decision – there is a scandal. So I'm not sure it is a good angle to evaluate the festivals on.
